If you have long wanted to see whales, but are not ready to travel to the Russian Far East, go to the Kola Peninsula. In late May and early June, whales come to the coast of the Barents Sea following the capelin, so these days the probability of sightings is especially high.
However, it is important to remember that this is a trip to the wild, not to a zoo or oceanarium. We cannot 100% guarantee the likelihood of sightings and we think it is fair to emphasize this to you right away.
